Lobbying is not at all legal in india.
Lobbying is part of business game. Wall-Mart is not to blame. But the Indian politicians involved are to blame.

Into our country through these public representatives who will ultimately spend this money for public welfare.
According to them nothing works in India other than lobbying and bribing which I tend to agree with ! They are business men at the end of the day and will do whatever is needed to make roadways here and since bribery and corrupt practices are the norm here why blame them ?

Wall mart have confirmed their version with a statement saying that all money spent is in US where this is fair and within right of a company officially.

Yes they would know what they are doing since they are the biggest chain in the world and have set up their super stores in so many other countries...
They will not spend a cent unless assured of a dollar, spending money for lobbying at this stage that too on Indian politicians- no way, they wont do that.
