First download photoshop and then try slowly,it will help you in many way to work on any image,

There are many softwares available in internet with that we can edit photos and publish them any where.

Harsha there are so many options to do it, when you right click on the picture a window opens and if you place the cursor on open with, you get all the different options to edit your picture...and you can experiment with each of them and see which suits you the best..In fact trial and error learning is the most effective way to get it right!

You can edit any photo or picture in MS Paint. Try it and then let me know.

In stead of using MS Paint, you can go for Adobe Photshop which is more effective.

Picasa and Paint are both equally good, in fact Picasa is better since it has many more features , although slightly more complicated to use..

Ya.. I have done some projects for my college symposium(posters).. and do photo editing frequently.. u can try,photoshop,imageready,coreldraw etc for your work.. If u want something more techie let me know i will refer some more softwares for u..
