In policy matters, government has the decision making power and not courts. Supreme court decides.

Government can decides policy as well as supreme court can punish criminals :) :)
Courts punish. But this is not issue. The issue is that government makes policy and law. supreme court does not make law but can interpret the law. Parliament and government can decide policy and make law but they cannot interpret this. There is division of powers: Parliament makes law. Government implements law. Supreme court can interpret law and hear cases according to law.
