Anbul- We cannot blame a psychic patient. Anyone suffering from psychic disease is not able to arrive at a proper decision and he cannot be said to be in culpable state of mind. Law will not punish such person. Only a person of sound mind can commit a crime.
We should be careful while dealing with such persons. They should be handled with care and medical aid be given to them.
