Well I'm not surprised by this fact. I mean a vast population of India lives below the poverty line and how can India be in the top list? Many poor people might be drinking toddy and others some illegally produced stuffs which won't come to the statistics of consumption. Also, compared to other western countries, in our country most of the women do not consume alcohol. Moreover, many muslims (not all), do not drink because it's against their faith. In India, most of us don't serve alcoholic drinks on weddings or other such events unlike many foreign countries.
Still, this is a good news for us!

That is good to see that India is not in this list. Most Cold Country use Wine as they make fight with Cold...........
I think India is the largest drunkest country. The statistics take in account only Foreign liqueur or IMFL (India made foreign liqueur). Every community in India has own brand of liqueur. This is called by various names- Mahua, Chhand, Tadi. There is no tribal group in India without own brand of liqueur. All these brands apparently were ignored.
