I am using BSNL and it is working nicely,Actually speed sometime depends on signal for modem.In one place Bsnl is better where Tata photon may be.

Deven you can go for bsnl it is giving 3g unlimited for rs 3000

Deven sifi is also a internet network like bsnl. But it is much cost. this internet net network is equal to uk internet where there will be no breakage in internet. but cost also will be according to its speed but people cannot bare its cost thats why very less people use this internet connection
