Is it secular democracy?

Today is shiva Ratri. This is a Hindu festival. I am also a Hindu. But I feel it disgusting that administration has ordered that no meat is to be sold today. How far it os democratic or secular to force people to follow a particular religious practice. Even all Hindus are no so religious minded. Even the non hindus are deprived of meat eating on account of shiva Ratri. Let us ponder over this. In this connection, the French Govt. appears more secular.
