Claiming higher amount and spending less is cheating. I remember that when I was in service, an employee was chargesheeted and punished because he travelled by third class ( those days the current second class was third) but claimed first class fare. Kiran Bedi charges executive class air fare from sponsors, actually travels in economy class and also gets discount for her gallantry award. Such irregularity is not condonable and not acceptable. Let us not blindly follow the immoral and unlawful anarchic team anna elements.

There can be no comparison to justify Kiran Bedi's misdeeds by referring to Sonia Gandhi hospitalization expenses. Sonia Gandhi is successor of Nehru family which right from days of Moti Lal Nehru is wealthy and prominent. Hence Sonia Gandhi can rightly afford any expenses even without spending govt. money.

Whatever Gulshanji has explained is totally correct. Kiran Bedi has tactfully tried to take disadvantage. This is unfair.
Sonis Gandhi has many sources of income. Spending Rs. 1,80,000 per year is nothing for her. She requires no such tactfull deed.

Kiran Bedi may be less powerful but she is definitely not honest. Also being powerful and wealthy does not mean dishonesty. One may acquire wealth by sheer hard and smart work, by inheritance and investment of own as well as inherited money.
