In chaina , to control traffic, they stopped punishing or asking fine. They just making people aware of traffic rules by giving roses with lady police. So that atleast the people who wont obey traffic rules can understand police men and follow the rules. So like this in one week the lady police women gave 1 lakh roses and finally traffic problem 80% got controlled .
I was really impressed and surprised to read this news. I wish same thing implement in India also

This worked in China because Gandhian tactics are new there. But Indians are well aware of these methods. So, Gandhian methods do not work on them. Even fine does not work as the offenders are mostly rich. They need harsher treatment.

'China' has been wrongly spelled as "Chaina'. The police there attempted to persuade people to follow traffic rules. This persuasive method is Gandhian or Gandhigiri. This gave good results there.
However, Indians are immune from such Gandhian persuasion. They understand harsher punishment.
