intelligence gathering mechanism

Intelligence is very necessary for government functioning. Vhanakya in hid Book 'arthshastra' had many centuries ago emphasized the need for good intelligence system. The recent debacle of government in face of anna Hazare movement is also an intelligence failure. It is necessary to strengthen all intelligence agencies like RAW, IB, Army Intelligence etc.

How can they be so careless,the bomb has blasted outside the court.There is an essential need of intelligence gathering mechanism.

I am agree with above comment that intelligence gathering mechanism should be essential.

the most important need is intelligence gathering mechanism you cannot become so careless.
