I can partly agree with the statement in the sense that God already decides a partner for us when we are sent into this world but it is also a fact that even though it is made in heaven we have to go through it on earth....

No. I don't think so because somebody on this earth has seen heaven or hell. It is better to understand that marriages are made through understanding each other feelings and respecting the same and now-a-days due consideration to the financial position op the partner. :lol:
