It may be a girl or a boy propose, but they propose if they love. Now a days people are proposing just for fun also. True love is very rare in this generation

Proposing love is nothing but telling about our love to the person whom we love, so if girl propose boy or boy propose girl both are equal but in this society they take differently. if boy propose no one say thing but if girl propose a boy the society will disturb the girl
