How to reform centre state relations?

The functions of Union and states are defined in constitution. As the ruling parties in Union and states behave in an uncooperative manner against the spirit of constitution, problems arise. The political parties need to shed narrow political considerations and work together in constitutional framework.

Our constitution although claims to be federal but it's not and centre enjoys disproportionate powers which invited and still invite clamors for more powers for the states.With implentation of some ofSarkaria commission's recommendation the scenario in this respect looks slightly better now!
