I shall raise alarm and dial 100 for help. Even if I do not know swimming, I shall try to find some rope and thro at the drowning person for help. I may also throw rubber tyre similarly for help.

Take a rope or log and extend it to him or her.Never extend your hand as you don't know swimming.

That's how my brother once saved one life though he doesn't know swimming! He just threw the towel at the struggling boy!

I immediately try to get some rope to get her, or i will look for swimming light tyire, or i will get some people who know swimming.
