It is easier to check and regulate a lawful profession. If you legalize prostitution, the sex workers need not function in the garb of massage parlors, escorts etc. It will be easier to regulate their trade as well as HIV etc.

Delhi is also rape capital of India. The immoral activities are consensual and checking these is not more necessary than chacking rape and other activities like molestation of women. With limited police and other resources, it will be better to concentrate on crimes like rape. Offences involving coercian need more attention than consensual activities.

Immoral activities can be conducted in many ways. Good education and upbringing alone can prevent these. Police should concern more with such criminal activities that injure some citizens or harm them against their free will. Prostitution and similar activities are immoral but there is no aggrieved party. So, police should not bother about these. Rape, theft, financial scams are more important and should be given closer attention. Police and judiciary have limitation and so should be economically deployed on more serious crimes.

As a matter of fact, police indulge in curbing massage parlors, dance clubs etc only for their own illicit money.

But what police can do if they are increasing like mushroom blooming?

Yes, I too believe that these message parlors and bars are increasing day by day and many illegal activities are carried out by them if not all of them and a check of such bars and parlors are welcome to curb down the unhealthy activities carried out by them...
