Eminent leader and intellectual Subramaniam Swamy names Sonia Gandhi as source of corruption and Rahul Gandhi as an uneducted idiot.
To say the least, these remarks are uncharitable. The main cause of corrupotion is mind set of our people and the parliamentary system. The elected members have to indulge in unfair practice as they invest crores of rupees to get elected. They have to recover this amount with some profit margin. In the process, bureaucracy is also corrupted.
Sonia Gandhi is definitely one of the most respectable and patriotic citizens. She could not tackle corruption but is not the source of corruption. Similarly Rahul Gandhi is not as learned as Subramaniam Swamy but thinks for the nation. It is unfair to describe him as 'uneducated idiot'. If Swamy describes Sonia and Rahul this way, we may well imagine what he thinks about ordinary voters most of whom are far less educated.

Ukraine has unfortunately become known for its corruption and fraud. It ranks number 134 (out of 178) on the Transparency International
The thread is not about ranking of countries in corruption chart. Here we are dicussing the basic causes or sources of corruption with a view to take remedial action.
It is heartening that Team Hazare are now giving some thought to real cause of corruption. According to Prashant Bhushan, a prominent Team Hazare person, privatization is root cause of corruption.
However, corruption was there even before privatization policy. Absolute power and discretion facilitate corruption. Greed is its cause. But every one is not so greedy but the political system compels politician and consequently bureaucrats to indulge in corruption. Membership of parliament as well as legislature cost crores of rupees. The politicians have to recover the cost of contesting elections. So, there is no way but to indulge in corruption- Privatization or no privatization.
So, the remedy is to reform the political system by checking poll expenses, restricting elections only to recognized political parties, ban on poll expenses by candidates. All poll expenses must be state funded through Political parties.

Hazare has commented on nexus between politicians and bureaucrats. He considers that his is cause of corruption.
Politicians are elected representatives and they have to run a government. There is no way to run a government without bureaucrats. Certainly, Government cannot be run with self styled Hazare team civil society.
The bureaucracy is not corrupt as such. Indian Administrative and other civil services are continuation of Indian Civil Service that British left intact. The British Governor General and senior officers were replaced by Indian politicians and Indian officers of the civil services. The Bureaucrats were more or less honest. There was no unnecessary intervention in functioning of the officers.
The political class was also honest to begin with. In course of time, elections became very costly. Now the members of parliament and state legislatures have to spend crores of rupees to get elected. Corruption is now the need of politicians for mere survival. They cannot be expected to spend on election from their pocket. So, they indulge in corruption. The bureaucracy works under them and at their mercy. Consequently, bureaucracy is compelled to indulge in corrupt practices and share with politicians. The only remedy to eradicate corruption is to allow only recognized political parties to contest elections and introduce state funding of elections through political parties.
There has to be close cooperation between politicians and bureaucrats. The nexus between UPA and self styled Gandhian and that between such Gandhian and Maoists through common links like Swami Agnivesh is most undesirable.

Elections are biggest source because it is not at all audited.It can be spent in any way!
Now election expenses of candidates are audited. But they manage to incur huge expenses without proper accounts. The remedy is that there should be total ban on poll expenses by candidates. Only recognized political parties should be allowed to contest. There should be state funding of elections through recognized political parties. The audit of accounts of the political parties should be very strict.
