Warnings against tobacco ineffective

The pictorial warnings against tobacco are proving ineffective. These need be more dreadful. also there is need to stop surrogate advertisements. The advertisements for Pan Masala and Khaini also indirectly promote strong tobacco like Gutkha. Moreover, even Khaini etc are not entirely harmless.
