See the link for better understanding. The International Cricket Board decided to include only ten teams in world cricket. This will exclude the teams like Ireland who are laggards. Hence, the comment.

I think these associated team should be given chance to play at least two series against the test teams within the next world cup to prove their class and to select accordingly.
These cricket playing nation like Ireland don't get that required exposure and they are lagging behind....
