Chidambaram remarks not anti north

Chidambaram is stated to have remarked that India would have developed fast if only South and North India were there. Although we can not rely on Wikileaks, his remarks should not be taken as being anti north. It is a fact that certain areas in North India have develped less and thus overall development is less. Factual analysis should not be considered negatively.
