England all-rounder Tim Bresnan has been fined 50 per cent of his match fee following Sunday's World Cup tie with India.

the bowling rate of England was very poor, i don't know about the incident with Bresnan..

players are fined 10% of their match fees for every over they fail to bowl in the allotted time in ICC rules

But these punishments are not seen affecting the players.That is why the cases are repeated.
