Last straw on smokers' back

Every year the Central Excise of cigarettes and other tobacco products is hiked. This is easy source of revenue and also considered a socially acceptable tool to fight tobacco consumption. But will this persuade people to give up smoking. What will be affect on individuals if they stop smoking or do not stop. See the link:

i don't think the rates will have a huge impact on smokers, they will continue smoking but the ratio may decrease
The existing smokers are not likely to give up. If new smokers are not added, this will be achievement.

I feel that if smoking is definitely injurious, factories should be closed instead of raising tax.
Older smokers are likely to damage their grey matter and lose cognitive functions at a greater rate than non-smokers.
Rates are not affecting any people as expected.Rate with some other tax is necessary to control for a while.
I think the old smokers will never give up the habit due the reason mentioned above.
Smokers when asked why they smoke have nothing to say.Then how can they be drawn back?

Actually smokers particularly habitual ones do not enjoy smoke. They are enslaved to smoke. They feel uneasy without smoke. They are in a pitiable condition.
even i feel that if government is really interested in stop smoking activity then they should really shut down the factories...
