The carving of new states out of existing states gathers momentum from tie to time. currently, Telangana issue is very hot. Some otrher regions are also demanding new states.
The issue is- whether such state reorganization should be a sentimental isssue and decisions be made on basis of mobocracy.
My view is that state organization should be on basis of viability of independent state on basis of size, population, cultural and lingusitic identity etc.
I suggest that a state reorganization commision should be set up every tenth year. On the basis of changes in the decade, new states may be created or some reorganization be done. I request members to ponder over the issue and give their valuable views.

You have brought up a very important issue at an appropriate point of time. Creation of states is not a solution and that has been proved without any shade of doubt. When a particular region clamours for it, the economic backwardness acts a prime mover which is subsequently hijacked by the selfish political leaders to make it such an emotive issue that we are already witnessing in Andhra Pradesh. If the administrative compulsions guide any decision to bifurcate or trifurcate a state one can see through the wisdom of it. But the current practice of caving in to the demands which have sparatist underpinnings, should not be encouraged. It is just like playing one section of the Indians against another. That's pretty dangerous! Instead of improving the quality of administration we can not hope to find soluiton to any of our problems by just adding on to the number of administrative units.
Dividing the current states is a politically motivated policies of the politicians just for generating huge vote banks and opening avenues for sharing governing power on the people of the states and earning black money via unfair means and by exploiting of the public exchequer extracted out of the hard earned money by the common public.
No division of any states is required any more...
If the government and the politicians are really interested to fixup the problems of states they should think and work for merging the One city states (conveniently branded as union territories) like Chandigarh, Pondicherry, Dadara & Nagar Haveli, etc... with the adjoining states.
(not the state of Delhi)

Rightly said that the current practice of caving in to the demands which have seperatist underpinnings should not be encouraged. Rather the organization should be on some sound basis. Too many small states are really uneconomical as even a vert tiny state needs Raj bhawan, seperate assembly, secretariat etc. This benefits only the politians and bureaucrats.
