The rules are strict and nothing unusual in such matters. However, this item is significant because the individual arrested is not an ordinary person. He is an 'Imaam'. This makes the difference. If an ordinary person steals, it is no news. But if a police officer steals, this is significant.

Whether it is Imam or a common person , the Islamic laws are equal to all.That is seen here.
