There is no shortage of architecture experts in India. I don't understand why UAE company is given the assignment.

This is a plan for construction of a model city in technical collaboration with UAE company. 'Smart' is part of name of the U.A.E. company. Please go through the link in the thread for proper understanding.

There is an internet city and Knowledge village in Dubai which is fully a world of IT.Such a township going to be constructed Kochi also .That is Smart City.
