We have fewer MPs who know their stuff well enough to speak on a subject articulately and thus most of them join the shouting brigades! 
Ours is a country whose voice is the loudest is heard more! Therefore it is only apt that our MPs be a brigade of brigands who can sleep while they can, shout when required and throw chairs when situation demands!
