In a democratic set up, there is less planning and more freedom. everyone is free to study any thing, then change his subjects, change employment when he bores and then again try something else. Almost everyone has several capabilities and qualifications. More time is lost in discovering your real potential. This involves trial and error. You just enter a course and job. If not interesting, you change. Some change job even at forty.
