Mamata Banerjee is chief ministerial candidate of TMC/ congress alliance in West Bengal. She has stated that she is not contesting elections but in the event of her party/ alliance winning, she will contest bye election.

Is it not funny? Apparently, she is not sure of winning. Secondly, it is grossly immoral to decide in advance that she is chief ministerial candidate and she will in case of winning, contest a bye election. This also involves extra poll expenditure and loss of public time to hold election twice just to satisfy whim of prospective candidate.

It is high time rules are amended for holding bye elections. If any member resigns before completion of tenure of assembly, the seat should remain vacant and no bye election should be held. Only vacancy caused by death of a candidate should be allowed to be filled up by bye election. This will ensure that the leaders like Mamata Banerjee do not waste public money and time for their whims. Another suggestion is that no candidate should be allowed to contest from two or more constituencies for similar reasons.
