We are unlikely to learn. Fines are ineffective in India. Here only Singapore type corporal punishment can work or let anarchy prevail as usual.

Even educated people do not follow the simple rules what can we expect from others.

Even certain places some rules are there, but they are not being implemented properly.
We are not following rules our self properly. Best example is during the traffic we just want to go out of it by any way and means.

i think mentality of people in India is such that even if one tries to improve will not affect any other person in a good way. such lessons are just of no use in India
Such actions won't be possible in India.... Because our officials are corrupt...Officials shall fine people and it will only fill their pockets....
Rules are strictly followed by foreign countries and they dont tolerate such deeds.
I knew indians can't follow this rules,but thinking at diffèrent side,we can implement in india. As for example, helmet is compulsory for two wheelers. Some follow, some don't follow, but its a rule, and who follow, they do have a fear of paying fine. So, implementation as rule, large people will follow this this will create less pollution.
