Some 156 districts which are most backward have fallen prey to this Naxalite menace and the first and foremost job should be to eastablish the rule of law and break the back of the parallel administration that the Maoists are running in these regions.
Chinmoy- Do you think that imposition of President Rule or marshal law in the affected regions will work. Law and order is state subject. state governments have failed as they are not equal to naxalites. The Green Hunt was intended to break the back of the parallel administration. Instead the parallel administration broke the back of the statutory administration.

Only coordinated and team work in planned way with determination involving centre and states can deliver the goods.

But when it comes to marshal law, the powerful military is entering the scene.The game is different.Green Hunt is done by CRPF which has already proved to be ineffective.In coordinated action also, you need to have power.I don't think they can win over naxals who are getting more and more powerful.Now it is said that Maoists has got snipers also.Such emerging forces can be flushed out only by powerful military.And our constitution allows the use of military for such purpose by the marshal law.
MC- Even if you do not want marshal law, it is possible to get military involvement as there is provision for 'aid to civil power'. By requisitioning army for aid to civil power, the ultimate control vests in the state government. But I feel that so many state governments are involved and they are not equal to naxalites in resolve and action. So, these states should be placed under Presidents rule and retired military generals be appointed as Governors of these state. Such arrangement is likely to work.

As you have rightly indicated that there is a grey area involving the respective jurisdictions of the governments.Although it a is state subject but the poor records of the states show their ineptness as well as inefficiency in dealing with this menace.The state administrations have a dangerous habit of dilly-dallying on this issue and letting the festering wounds turn into cancer and then the Centre is called upon to deliver the goods.It's an untenable situation.The Maoists have thrown an open challenge to the soverignty and integrity of the nation.Any offer of talks is meaningless at this point of time and until and unless they give up this agenda the state powers have to be exercised in full to subjugate and defeat them.As far as the involvement of the army is concerned we have already seen deploymeent of it in several insurgency affected areas and I can not differentiate the challenge posed by the Maoist from the one faced from the sparatists. Instead of splitting hair on where the buck stops, let the Central government get down to brass tacks.
Chinmoy- In view of discussion by you and MC, I view that state governments cannot face teh Naxalite challenge. so, there is no alternative to putting the concerned states under President rule. The centre should put the concerned states under President Rule and appoint retired military generals as governors. The governors so appointed may at their discretion manage to appoint army officers as commissioner or District magistrates on deputation to state government. Such arrangement may help solve the Naxalite problem. In this arrangement. state chief ministers will continue and continue with development work.

Maha shweta Devi, noted writer has dared the government to arrest her for her support to Maoists.

Strangely, she does not care for rights of those whom Maoists kill. The Maoists kill not only their 'class enemies' but also cadres of other political parties apart from police in cold blood. Why does maha shweata Devi not understand that rule of law applies to all and the victims of maoist terror also need government support.
