An ordinary city is one that is neither smart nor metropolis. a metropolis is one that is inhabited by different lingusistic and regional groups. Delhi, Mumbai, chandigarh are such cities. People settle or temporarily live in such cities for employment or education or medical facilities. Smart citiy is latest concept. This means a city with latest facilities.

My question is is it necessary for a smart city to be built away from a developed city in a remote place?
