In Tamilnadu, If you want to go to any place which is located about 2 kilometers from the current location and approaching the auto rickshaw driver, he will be simply starting with the price 50 or 70 rupees. Here the bargaining process starts. If you want to travel by that auto rickshaw, you have to pay him at least 40 rupees which is actually very high.
This is mainly because they are not actually using meters. Some auto rickshaws don't have meter also. Government has to take action against this. Government should make the installation of Meters in Auto rickshaws a mandatory prices and Fair Pricing System (FPS) based on meter should be implemented by the government. It can be achieved by having discussions with the Associations of Auto Rickshaw Drives across the state Tamilnadu.
People of Tamilnadu will be happy if it is implemented and maintained properly. Government has to implement it first. After implementation, State government needs to check (keep on eye). Otherwise they will go to the previous stage.

Meter system for taxi and auto is good as no fear to loss or extra money . In kolkata Prepaid system is running also . There is a counter and you have to cut your ticket from there. Generally it is very easy and helpful to travelers.
In Tamilnadu, Prepaid Auto system was introduced in Chennai in Bus Stand and railway junction only.

Prepaid autosystem is available in every major town/city of Kerala.
Yet, some people are not patient to stand in that long queue to get a ticket

That is strange because we have had the meter system since more than 20 years now may be even longer than that...Otherwise how does one calculate the fare and the auto drivers can simply fleece people asking what they want !

How long we can say the word 'strange'. We have to take necessary steps to implement fair pricing system based on meters in Auto rickshaws. It would be better if you guys suggest how to proceed with this. It is for noble cause.
