I am asking, if no one is eligible, should we still use our voting power to select one?

Every candidate is eligible. The returning officer rejects the ineligible candidates. The purpose of election is to form a government. Only strong political parties can form a government. If we do vote for candidates of strong political party, there will be too many independents and small parties who only blackmail bigger parties and bring instability and frequent mid term polls. To elucidate, we have two strong parties in U.P.- Bahujan Samajvadi Party and Samajvadi Party. People of U.P. were wise enough to largely vote for these two parties and reject smaller parties like Congress and BJP. so, we have now a good and stable government. On the other hand, no party got clear majority in Uttranchal as voters favored other small parties like bahujan Samajvadi Party instead of two main parties there- Congress and BJP. So, there will be instability and blackmail by Bahujan Samajvadi Partyand independents. Individual character of MLAs is not so relevant.

Stability of the strong does not necessarily ensure peace and development as Mayawati's UP is a clear proof of that. West Bengal's Leftists had a vice-like grip on power for 34 years and consequent stability but what did the people get?

It is necessary to make a strong and viable government. People in West Bengal opted to let left front rule so long. Ultimately they brought another party. Any party may give good or bad governance. That is why people get chance to vote in or out the party and replace with another. The possibility of replacement with some other organization acts as an incentive/ deterrent to give good governance and refrain from anti people steps. Apparently, people are getting mature and they vote for change. It appears that people in West Bengal suffered the left front because of personality cult of Jyoti Basu. Now they have got rid of this and only good governance will be criteria for vote. This we have seen in West Bengal, Bihar, Kerala, Tamil Nadu, Punjab and U.P.

People have no means to know who is strong party or who is week before the election results are declared. Some people were predicting that congress was going to win with a clear majority, they ended in last spot. Besides there is no reason to believe that the best party has won, in fact the term 'best party' does not exist in democracy, especially ours. We have group of opportunists at the best.

Most people in Uttar Pradesh were aware that Samajvadi Party is the only alternative to the ruling bahujan samajvadi party. This is based on past record as well as organizational strength. The weak organizations do not have even their own candidates to field. They just pick up candidates from street and nominate. In fact, 'best' or 'worst' there are presently only two viable parties, namely Samajadi Party and bahujan Samajvadi Party. If others want to be viable, they must strengthen their organization first.

I have my reservations on best or worst while it comes to political parties. This is not the parties but the peoples' choice that wants a change every election, baring a few exceptions. If Congress and BJP are that bad how come Congress is ruling in the center and many states and BJP in a few others where as SP has just one state to show and Bahujan is no where now.
We can say this is time of regional parties to emerge and takeover local issues to win the state elections. And the factor that throws the ruling party away while not withstanding the public demands and expectations.

See if you don't find a suitable candidate to vote then you have one more option in the voting machine that you can press which will indicate that no candidate is suitable for country.
50-60% polling and winning 60% of that vote is not the right reflection that he is winning with majority. It means he won with 25% of total population.

suppose there are 50 candidate and 10, 000votes cast. Now the one who got the most wins, even if he got only 1000 only 10%, is that a majority?
