Identity cards, as the name implies, is a document that identifies an individual and this is just a document certifying introduction of a person.
This is like visiting card, which cannot be considered authentic like an identity card.
Identity card may enable an individual to prove his social status or other eligibility criteria to some social welfare scheme. But this is not by itself a remedy for social problems.

I could not understand in what way identity cards are related to social problem? they are just for identity.May i know what is the idea behind the question.
