This depends on quality of water supply. Water is safe in many cities. Peole do not use tapped water for drinking at Agra. Most people have submersible pumps for drawing ground water for muptiple uses. They buy mineral water for drinking.

Yes, you are right and I have read some where that drinking water contains enough bacteria to infect us and therefore it is always advisable to use a filter or add some medicine to disinfect it. I have even heard doctors advising to boil the water before using it for drinking purpose!!!
tap water is safe for drinking only in clean areas as well as if the person who takes care of distribution process how he manages the cleanliness of water.
