I think the basic philosophy behind this question is that the belief that internet is not only just important but a basic human right.....Well Young man I would like to say that it goes right for country like USA but when it comes to India I don't think that it is that important a thing because other things are important which should be considered first!!!
Internet has replaced books, letters, phone and newspapers. All these were never fundamental rights. There is no meaning in making this fundamanetal right. We have fundamental right for information and expression. Internet is just a means of expression, which is fundamental right.
A fundamental as is contemplated in the Constitution is quite different and to my knowledge there are no restrictions on anyone to access net except a few exceptional cases!
other fundamentals like food shelter . internet is source of knowledge in current time it is not needed that it must be a fundamental but it should be available in each corner of india.
