Congress leaders boast in assembly elections that they give money from center to states and this is not utilized properly by them. although we know well about scams at central level, here the question is what is the meaningof 'center funds' and what is the source.

Here we may say that 'center' is only a concept like 'zero'. Every tax payer belongs to one or the other state. There is no such thing as seperate tax payers for the center. Center is there for functions like defence, currency management and the items in Union list enumerated in constitution. Even the central taxes are contributed by citizens who invariable belong to states. Hence all 'center funds' in fact belong to states. The allocation of funds between center and states is in accordance with norms laid down by FinanceCommission.

Thus, it is immoral, illegal and unconstitutional on part of Union leaders to say that they give any funds to states. In fact, these belong to states and some portion of these funds may be used by center for common purposes of all states comprising the Union of India. It also appesrs that the Central leaders particularly congress do not properly appreciate the federal structure of India.

Exactly..good point...The center boast of giving the funds and they talk about it as though the states are under their mercy to get these funds.They project the image of a bighearted landlord who shares some money for development of states,which is in fact the right of people of the state.
The political parties are saying such nonsenses through out the state where they have no govt.
