On line users vary why is it?

Today I saw on home page at On line ICON it shows there are 18 members on line but when I saw at forum category I saw that it is showing total 12 members are on line.
why this difference coming

Online 4 Members and 8 Guests

    The online member on left block shows online users from entire website where as the one below the forum shows only members logged in to the forums.
