Use warm water for bathing in winters. I recommend this because by using warm water the skin pores may slightly open and release natural oils for nourishing your skin.

Bathing with cold water in winters is not recommended in places where the room temperature goes down below 30 deg C. In Delhi it has gone to 7 deg C.

Of course in Andhra and down south, I think cold water might suit.

Yes bathing in warm water in winter is necessary and thanks for the information. But, is it not true that if the water is too warm you would feel sleepy and you would stay active when bathed in cold water whether be summer or winter.

The temperature of water would be comfortable if it is slightly more than your body temperature.

Recommending cold water bath is a misguiding factor and should not be believed on. For those who care for their skin tone and luster on their face should never bath in cold water in winters (of course in places where the temperature goes below 30 deg C.

Here in Kerala above 90 percentage of people use cold water for bath irrespective of the season.We feel freshness then only.

Tapped cold water may not be suitable. But water from under ground source drawn by submersible pump or get pump or hand pump gives instant warm water. This is not hot but also not cold. I bathe with submersible pump drawn water daily.
