It is only the super rich who have already plenty need be punished.  He again appears very correct. We are socialist state. This means we should work of economic equality. If a poor deprives rich of some belongs, this is a step towards socialism.

I have something more to improve the advice of the Bihar C.M.  If any pickpocket is found having robbed a rich man, he should be given reward for self employment and attainment of social or economic equality !.

Aha...Aha. Your suggestion is good. And that's what the Bihar CM exactly meant. With such calibered heads of state, the chances of progress and development are bleak.

And what else they have been doing so for? They are ready to work without salary as long they have other sources of income.
