Don't cage CAG

Recently Comptroller & Auditor General included some audit objections on irregularities in some scams and PMO figured in his report. The report of C&G could not be passed by PAC owing to attitude of UPA. M.M. Joshi of BJP is Presidentof PAC.

It is obvious that existing system gives ample power to Comptroller & Audtor General. UPA seems uncomfortable and there are some indications of restricting C&G.

It is not appropriate to tamper with authority of C&G. C&G, other constitutional authorities and officers in Government should be allowed to work in a non partisan manner. The officers are also expected not to give any statement in press and not mingle with press and politicians.

Comptroller & Auditor General has clarified that they have enough power to facilitate audit of all government organizations and full competent for their job. It goes without saying that C&G is a constitutional authority and has a role in prevention of corruption. It will be a good idea to get all sanctions to Govt. expenditure especially on new projects preaudited. It is felt that if C&G had pre-audited expenditure sanction, ther would be no CWG scam.

Any attempt to fetter CAG's powers is ill-advised and is fraught with pernicious consequences! Had not CAG been allowed to exercise his authority we would have never know the huge scam involving Karunanidhi and his cohorts!

CAG will present reports on flagshuip schemes direct to public. The main report is submitted through PAC. These reports will be in shape of pamphlets. C&AG is also holding briefs with NGO and other groups as social audit of public related schemes affects people and they need be encouraged to take active interest.

C&AG does not take any administrative decisions nor formulates plans or sanctions expenses. But his main role is to oversee that public money is spent economically and for the right purpose. Step of C&G to interact with people and inform them by audit reports on social schemes is welcome.

Does anyone remember how the great Union Minister Kapil Sibal blasted this august office only for its role in busting 2G Spectrum scam only to appear as 'Joker' of the pack!!
