When a woman's modesty is outraged, she is teased or raped, she is herself considered guily and questioned as to why she wore provocative dress, why she walked alone etc.
But this is guily male mind that is responsible and not women's skirt.

Dress should be proper so that it may show one's dignity and cultured people respect others. Now a days dress code is slightly becoming disgusting with all sort of nuisance. Dress should provide good cover to the body and other's mind.
Undoubtedly all should wear proper dignified dress. But can the dress a woman wears be considered enough reason justifying rape or indecent behaivor.
The fact is both should change.The dressing of women wearing Short skirts etc may be the one of the reason for rape.Its not the only reason,its mindset of men.
Men also wear provocative dress. Women are also free to wear what they feel okay. Actually dress is not the cause. Most of the rapes are in household and villages where women wear sober dress and even wear veil and observe Purdah
