Government and political party are distinct. It is incoceivable that membershgip of a political party could facilitate entry in Govt. service. Yout Congress membership in Goa is a passport to Govt. service. Here is link.

Obviously, this is most corrupt practice. But there are no ethical norms for congress. Congress is beyond law.

true...if such practices are followed, other parties in other states will start doing it and the result..?

Thank you Gulshanji for sharing this link.This is not a good practice because then it would lead to rampant corruption and govt. service will lose the reputation that it has today.
