Dogra certificate aimed at giving preferential treatment to J & K based dogras in govt services/ army is considered an attempt to divide people of Jammu & Kashmir.
The concern is okay. But it is the primary responsibility of all residents of Jammu & Kashmir namely, Kashmiris including Pandits, Dogras, Ladakhis to maintain harmony and unity among themselves.
I am claery not in favor of any sort of preference system as it puts people on unequal heights!
There should be normally no discrimination but our constitution provides for some concession to scheduled castes, tribes etc to enable them to improve their social status and come at par with others.
The Indian Army is organized in regiments on martial race basis. Hence, we have Sikh, Dogra, Jat, Gurkha regiments. In time of war, it pays to encourage soldiers on basis of their racial status. The regiments have their separate flags and slogans. It will be difficult to motivate the infantry soldiers if they are not organized on martial race concept.
