Candidates have liberty to choose either English or Hindi as medium for competitions by UPSC. However, a candidate who writes in English is also interviewed in English.

Prima facie, it is reasonable that language for writing and interview should be same. But many candidates face difficulty in appearing for interview in English whereas they write well. It appears that UPSC has realized that written and spoken English differ. So, the choice of different languages for writing and interview is under consideration.
